[Dev] systemd --user in tizen (was : Systemd need to regain alignment with upstream sync model)

Hi Dominig,

I thinks it is due to this bug
it is not solved yet.
https://bugs.tizen.org/jira/browse/TC-1356

Let me do the fix after delivering the second part of Multi user feature
Or tell me if this issue is more important
