[Dev] git tag -> OBS submit requests mapping

If you want to submit the patch to only Tizen:IVI and Tizen:Common, please
just the 'gbs submit' w/o specifying "-t". Currently, Tizen:IVI and
Tizen:Common are the only active projects, so other targets will be neglected.
