Hi

No its old version of gumd.. In latest version it goes to /etc/gumd..
other folders under etc/gumd are (for scripts): 

/etc/gumd/useradd.d
/etc/gumd/userdel.d
/etc/gumd/groupadd.d
/etc/gumd/groupdel.d

the current Tizen's package is installing gumd.conf in /etc
not /etc/gumd as you can see.
