[Dev] should "pkgcmd" work in Tizen 3.0?

Yes it should work.
The issue is valid, pkgcmd is based on backend configured to use
wrt-installer when this package is installed.


Some symbol link should be created in /etc/package-manager/backend/wgt to
pointed on xwalctl instead of wrt-installer as done in wrt-installer.spec
file
